Pre 19.05 compiler warnings "this statement may fall through"

Hello Genodians

While testing the update to Genode 19.05 I recognized many "this
statement may fall through" warnings.

I have created patches for the following files:
  base/include/util/string.h
  base/include/util/arg_string.h

The patches are located at:
