new genode-desktop-environment repository

[Nobody III]

I've created a new genode-desktop-environment repo. It currently contains
my file manager, as well as a readme with my vision for a (somewhat)
integrated desktop environment. Given that the components will be
integrated to work together, I believe it makes sense to keep my repo
separate from the genode-world repo.
