base-hw running on a Cortex A7 processor?

I think you're right the A9 is much more similar to the A15 than to A8
or A9. I vaguely remember that someone in the past used the A15
base-hw implementation without modifications to drive a Cortex A7 CPU,
but I cannot exactly remember the context anymore.
