Properly shutting down

OK. I give up. After watching videos and reading reams of documentation, 
I'm not able to get Sculpt to shutdown. I can get it to reset - via:

vim config/managed/system
<system state="reset"/>

which takes effect as soon as I write the file

but the corollary:
<system state="poweroff"/>

doesn't appear to have any effect in either virtual box or the t430.

What I've been doing in the meantime, is the reset and then powering off 
during the reboot.
