#genode IRC channel now on libera.chat

Hello,

as the subject line already reveals, we switched the IRC network and are
now domiciled on libera.chat [1]. You are free to drop by and join the
#genode channel via the web-client [2] without prior registration for
one or the other round of Genode-related smalltalk.
