usb issues on AMD 9xx chipset

There are plenty of scenarios that don't use usb_drv, at least when ps2_drv
is an option. run/demo, run/framebuffer, and run/ahci_bench are a few
examples.

It looks like the Out_of_caps warning is common with usb_drv, and appears
even when the driver is working properly.
