Adding Zynq platform support to base-hw

Hi Martin,

thanks for the hints. I'll check this soon.

I now have a parallella board for testing as well but unfortunately no
breakout board yet to which I could connect a JTAG debugger. Hence I'll
stick to QEMU for the moment.
