That confuses me a bit, as

is the Genode source code archive. It contains the folder
'genode-10.08'. You may place extract the archive where you want. The
current binary tool chain archive is

To extract the archive please run the following

! sudo tar -xjPf genode-toolchain-9.08.tar.bz2

from the command line in a terminal emulator. Note, the 'P' option is
significant to keep leading '/'.
